What is KKDIK Turkish REACH?

On 23 June 2017, the Turkey Ministry of Environment and Urbanization (MoEU) Turkey published new REACH-like KKDIK regulation. The KKDIK Turkish REACH regulation was published on 23 December 2017.Â
KKDIK (Turkish REACH) are the first letters of REACH written in Turkish. Identical with EU REACH regulation, the KKDIK regulation requires companies to register all substances manufactured in Turkey or imported into Turkey with volume graeater than 1 ton per annum before the deadline. KKDIK gathers various Turkish chemicals regulations under one law.

KKDIK Turkish REACH will replace three existing laws:
Regulation on the Inventory and Control of Chemicals;
Regulation on the Preparation and Distribution of Safety Datasheets for Hazardous Materials and Products;
Regulation on the Restrictions Relating to the Production, Supply to the Market and Use of Certain Hazardous Materials, Products and Goods.
Scope of KKDIK Regulation (Turkey REACH)
Similar to REACH European Union, chemical substances on their own or in mixtures or intended to release in articles, manufactured in or imported into Turkey in quantities equal to or greater than 1 tonne per year must be registered with the Ministry of Environment Urbanization. However, companies should fulfill obligations of Evaluation, Authorization and Restriction and safety data sheet (SDS) under KKDIK as well.
KKDIK does not apply for the substance and mixtures below.
Radioactive substances and mixtures;
Goods, mixtures or articles in transit and goods in free-zone for re-export;
Non-isolated intermediates;
Transport of dangerous substances and mixtures by various modes;
Substances manufactured or imported for defense purpose;
Medicinal products;
Veterinary products;
Medical devices;
Cosmetic products;
Food and feeds;
KKDIK Registration
KKDIK registration divides into two stages. First part is pre-SIEF (Pre-registration) and second phase is registration. Pre-registrations and Registrations are submitted online through the chemical registration system (KKD). The pre-registration phase started from 23 December 2017 and all pre-registrations should be submitted before 31 December 2020. The registration dossiers will start to be submitted on 31 December 2020 and if the pre-SIEF submisson has been completed by 31 December 2020 then chemical substances can be manufactured in Turkey or imported into the country until 31 December 2023. After 31 December 2023, substances which have not been registered under KKDIK can not be manufactured or placed in Turkey or imported into the country with a volume equal to or greater than 1 ton per annum.
