KKDIK Amendment Published

The amendment to the KKDIK regulation has been officially published.

The amendment introduces a revised timeline for registration deadlines for substances manufactured in or imported into Turkey, outlined as follows:

  • By December 31, 2026:

    • Substances at ≥1,000 tons per annum.

    • Substances classified as Aquatic Acute 1 and Aquatic Chronic 1 (H400, H410) at ≥100 tons per annum.

    • CMR substances (Category 1A and 1B) at ≥1 ton per annum.

  • By December 31, 2028:

    • Substances at 100 – 1,000 tons per annum.

  • By December 31, 2030:

    • Substances at 1 – 100 tons per annum.

The eagerly anticipated amendment to the KKDIK regulation, awaited by both the Turkish chemical industry and global companies collaborating with Turkey, has been officially published in the Official Gazette dated December 23, 2023.
The document titled "Regulation Amending the Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals," published in the Official Gazette numbered 32408 on December 23, 2023, provides official details regarding the modifications to the KKDIK (Turkey REACH, TurkReach) Regulation.
In November 2023, the Ministry of Environment, Urbanization, and Climate Change (MoEUCC) released the "Draft Regulation Amending the Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals." The draft indicated extensions to the registration periods, specifying that the registration deadline and joint registration process details would be determined in accordance with forthcoming Procedures and Principles to be issued by the Ministry. Given that these proposed deadlines directly impacted companies subject to KKDIK registration, the chemical industry held its collective breath in anticipation.
Finally, with the official publication of the "Regulation Amending the Regulation on the Registration, Evaluation, Authorization and Restriction of Chemicals" on December 23, 2023, the amendments to the KKDIK Regulation have been formally acknowledged. This resolution effectively eliminates any uncertainties that were lingering among relevant individuals and organizations.
